INTERNATIONAL RESOURCE SHARING : WHAT'S HAPPENING AT OCLC
AND IN YOUR LIBRARIES
INTERNATIONAL BORROWING AND LENDING : WHAT CAN OCLC DO?
JANET MITCHELL LEES (OCLC Europe) demonstrated the growth of
international lending with a report on the resource sharing endeavor
with the OCLC/Russia Inter-library loans trial from December 1997-May
1998. The project started with the OCLC Institute Seminar hosted by
USIS in St Petersburg followed by a discussion at IFLA in Copenhagen in
September 1997. Five libraries in Russia=AFNational library, St
Petersburg; St Petersburg State University Library, Law Section; St
Petersburg State Technical University; National Library of Karelia;
Russian Academy of Science, Moscow; Central Pushchino Library; USIS, St.
Petersburg--- working with OCLC partnered with Washington State
University Library; IRRC University of Illinois at Urbana Champaign;
University Of Oregon Library; North Western University Library; City
University of New York, Graduate Library; University of Florida,
Smathers Libraries; Georgetown University Library; Center for Research
Libraries. The US libraries provided copies of articles, free of charge
to a specified level; OCLC waived searching and sending costs on the
OCLC system; OCLC provided training for the Russian participants on the
use of the ILL system. =20
Some observations were: Workflow practices in Russia were very varied;
the success rate was not up to our US ILL standards; Russian libraries
were VERY happy with responses; Russian holdings were not online for the
US libraries to borrow; Numerous requests for returnables (the project
was for nonreturnables only); FAX machines were turned off at night;
Limited budgeting from Russian libraries. Some outcomes were:
Foundation for future cooperation; Russian libraries recognized need for
funds for resource sharing; electronic delivery (i.e., Ariel) may have
been better than FAX.
Additional global resources in Latin America: Japan (500 member NACSIS,
copyright issues, Ariel system); Germany (Web based ILL package using
SiteSearch)
We discussed a lack of explicit international ILL policies; payment as a
problem; international fill rate is lower than domestic fill rate;
arrangement with Mexican libraries; Problem with Canadian customs;
copyright issues; time differences; returnables; transportation of the
ILL items; international ILL codes; more PDF or Ariel; currency
conversions; access to databases; limited budget for resource sharing
Four Points:
* OCLC consider using R & D dollars to allow ILL function to scan
local holdings records
* OCLC establish relationship with US Customs Service to
facilitate ILL's thru customs
* Possible joint session with TS group on TOC
* Consider Mary Jackson as speaker for User Council
