I think that it is great that you could "share the wealth" with everyone
especially with non-federal libraries, but is it legal? It certainly
isn't in the Army, so I wonder if the Army is behind the times or are
others ignoring rules, regulations or even laws? I have recently been
through a discarding/weeding session and scrutinized the regs carefully.
The only way that I know that non-federal agencies can get materials is
if they buy them from Defense Reutilization Branch. All states and most
cities including libraries can get all sorts of materials for very low
prices if they have to pay at all.
We all want to share materials, but my middle name is not JAIL.

We use the listserves, BACKSERV and REFEX, to offer them
to other
libraries. This reaches several locations, some
federal, lots of
educational, some private. If there is more than one
library that wants
them, we give them to Feds first, then educational, etc.
