This is an interesting point, but one which I do just the opposite on,
that is, for the most part I make the x-ref (with $wnne when appropriate)
for such a situation. I believe the heading did really exist -- and will
linger on in various catalogs until such time as the various users of the
CIP version of the heading update their catalogs. To me, this is
analogous to the situation of tracing a reference for the variant form of
the heading that was used in the catalog of record, even though after BFM
is done, that form of heading will disappear from the catalog.
In such a case, I think the reference also helps for automated catalog
maintenance purposes.
