As to the reason why these reference tracings don't get made, I can perhaps
suggest LCRI 26.1:
"In general, construct a reference <tracing> in the same form in which it
would be constructed if chosen as the heading."
That said, however, I would like to point out that for catalog management
purposes, such reference tracings are *very* useful. (This isn't the only
point at which LCRI and/or the NACO manual specify less than what one would
want for catalog maintenance purposes.) I routinely add such reference
tracings to my own copy of authority records for headings we've used here.
(They're marked as suppressed "former local heading" tracings.)
