NOTICE AND RECORDKEEPING FOR DIGITAL SUBSCRIPTION TRANSMISSIONS  (63 FR
34289)
On June 24, the Copyright Office issued interim regulations on the
requirements by which copyright owners will receive reasonable notice of
the use of their works from digital subscription transmission services.
The regulations spell out how the records will be kept and made
available to copyright owners. The Digital Performance Right in Sound
Recordings Act of 1995, which established a statutory license for such
digital music transmissions (section 114 of the Copyright Act), requires
the Office to adopt the regulations. They became effective July 20.

CABLE COMPULSORY LICENSES: APPLICATION OF THE 3.75 PERCENT RATE (63 FR
39737)
The Copyright Office is amending its rules in order to clarify how a
cable system shall calculate its royalty fees when it carries a distant
signal that under the former Federal Communications Commission's
regulations would be considered a permitted signal in some communities
and a nonpermitted signal in others. These amendments also make clear
that both the base rate fee and the 3.75 percent fee shall be applied
toward the statutory minimum fee.

OFFICE PUBLISHES REPORT ON FUTURE OF COPYRIGHT IN A NETWORKED WORLD
The Copyright Office has published "Project Looking Forward: Final
Report, Sketching the Future of Copyright in a Networked World"  by
College of William and Mary Law Professor Trotter Hardy, who conducted
the project on contract with the Copyright Office during the latter half
of 1996. It is available online at http://www.loc.gov/copyright. It may
be ordered in paper from the Government Printing Office for $23, stock
number S/N 030-002-00191-8, in mid-August.

OFFICE TESTIFIES AT OVERSIGHT HEARING
Register of Copyrights Marybeth Peters and Associate Register of
Copyrights for Policy and International Affairs Shira Perlmutter
testified July 23 at an oversight hearing before the House Subcommittee
on Courts and Intellectual Property. The Register's written statement,
which reviews the Copyright Office's operations, major accomplishments,
and challenges, is available at http://www.house.gov/judiciary/4.htm.

written report with Librarian of Congress.

July 31, 1998: Due date for Notices of Intent to Participate in a
Copyright Arbitration Royalty Panel proceeding for establishing rates
and terms for digital phonorecord deliveries.

August 24, 1998: Effective date of rule amendment on how a cable system
shall calculate its royalty fees

October 1, 1998: Public hearing on increase of statutory and other
copyright fees.
