San Antonio: How to Use FEDLINK in FY99

Please join us for FEDLINK's annual briefing on how federal
agencies and federal contractors can use FEDLINK to simplify
acquiring online information, publications, and library support
services for their libraries and offices. Designed for potential,
new, and current FEDLINK customers, this briefing will answer the
following:

* What does FEDLINK do and under what authority?
* Does FEDLINK contracting follow the FAR?
* What is new for FY99?
* What are the costs and benefits of using FEDLINK?
* How can we manage our FEDLINK services to get the most for our
agency's dollar?

FEDLINK fiscal staff, LC contracting personnel, and FEDLINK
network program specialists will be available throughout the day
to answer questions for individual agencies. Please invite your
agency contracting or finance officers and any others who will be
using FEDLINK services and may have estions about the program.

San Antonio: How to Use FEDLINK in FY99

FEDLINK Fundamentals

Morning Session 9:00 a.m. to 12:00 p.m.

The first half of the day is designed for:

* new, current, and potential members interested in evaluating the
costs and benefits of using FEDLINK;
* staff who handles FEDLINK services, IAGs, and accounts;
* contracting officers who need to know the authority, scope, and
contracting framework of the FEDLINK program; and
* finance personnel who have questions about FEDLINK interagency
funds transfers and invoice payment processing.

Beyond introducing new elements of the program and reviewing
FEDLINK's FY99 fees, presenters will discuss the FEDLINK mission,
services, contracting methods, transfer and direct pay options,
and demonstrate the program's potential costs and benefits. The
morning presentations will also highlight Y99 registration
procedures, IAG management, payments and amendments, refunds,
electronic funds and data transfers, member/vendor relations, and
pro-active account management.

Services, Competition, and Vendor Selection

Afternoon Session 1:00 p.m. - 4:00 p.m.

The second half of the day is designed for:

* librarians who want details about databases, serials, document
delivery, books, technical processing, OCLC, and other services
available through FEDLINK; and
* contracting officers interested in FEDLINK's procurement
process, notice and competition requirements, RFQs, and tailored
offerings.

During the afternoon session, presenters will offer specific
information on the variety of services available through the
FEDLINK program, including subscription and books pricing, serials
agents and consortia, technical processing, OCLC, and other
library services. For those who want to know more about new
service options and the how-to's of competition and vendor
selection, the afternoon session will cover all these opics and
conclude with a question and answer session.
