BRIEF DESCRIPTION OF DUTIES:
The Head of the Hispanic Acquisitions Section administers a comprehensive
acquisitions program of more than 100,000 pieces in all formats published
in Latin America (except Brazil and Uruguay), the Caribbean and Iberia.
He/she presides over a book budget in excess of $970, 000 annually
including $450,000 for approval plans. He/she plans, organizes, and
supervises a staff of 15 employees who are responsible for recommending
titles for acquisition, acquisition, preliminary cataloging, and selection.
He/she is responsible for preparing annual budgets, implementation and
interpretation of Library policies and regulations and collections
policies, review of drafted correspondence, interviewing applicants for
vacancies and making recommendations for appointments, promotions,
reassignments, and terminations, and preparing performance evaluations.
The Head maintains liaison with recommending officers and subject
specialist throughout the Library, represents the Library in meetings and
conferences, evaluates the effectiveness of the Library's acquisition
programs for Latin American and Iberia and coordinates the approval plans,
subscriptions, firm orders and exchange and gift program in the Hispanic
area. Serves as the Section Head and plans, organizes, allocates and
supervises the work of the staff; performs the full range of personnel
management functions to include furthering the spirit and practice of Equal
Employment Opportunity, and ensuring adherence to negotiated labor
contracts.
MINIMUM QUALIFICATIONS:
Selective Factor:Ability to write and speak Spanish or Portuguese
One year of specialized experience at the GS-12 level in the Federal
Service or at a comparable level of difficulty outside the Federal Service
which demonstrates a minimum level of proficiency in the knowledge, skills
or abilities (KSAs):
Ability to direct the work of others.
Knowledge of Luso-Hispanic and Caribbean geographic and cultural areas.
QUALITY RANKING FACTORS (KSAs):

1. ABILITY TO DIRECT THE WORK OF OTHERS -- to plan, organize and supervise
the work of the section staff; provide guidance on difficult problems
involving the interpretation and application of Library policies; draft
and review and sign correspondence prepared by others; interview
applicants for staff vacancies, and make recommendations for
appointments, promotions, reassignments, and terminations; prepare
performance evaluations; and ensure adherence to Library of Congress
Regulations, the Equal Employment Opportunity Program and labor
contracts.
2. SKILL IN COMMUNICATING AND INTERACTING WITH PEOPLE OF DIVERSE
BACKGROUNDS, INTERESTS, AND POINTS OF VIEW -- to represent the Library
on acquisition matters in meetings and conferences which may be
interdivisional, interagency, national, or international; maintains
continuing liaison with the Recommending Officers, Library subject
specialists, and offices in the Acquisitions and Support Services
Directorate; interacts with the officials and staff of the Congress and
other government agencies; and supervises the program of exchanges
between the Library and individual agencies of foreign governments,
libraries, institutions societies, and associations.
3. KNOWLEDGE OF LUSO-HISPANIC AND CARIBBEAN GEOGRAPHIC AND CULTURAL AREAS -
- to use knowledge of publishing and publishing trends in the geographic
area, prepares book budget for approval plans and firm order accounts;
directs the approval plan, subscription and other purchase systems;
selects and guides vendors, and oversees their service quality and
financial management of all purchases; oversees the processes of
selecting materials for Library's collections and the prioritization for
cataloging; coordinates acquisition travel and makes field trips; and
designates outside specialists as consultants.
4. SKILL IN ANALYZING, EVALUATING AND INTERPRETING ISSUES -- to study,
analyze and evaluate for Library officials and library committees the
effectiveness of the Library's acquisition programs for material
produced in geographic areas of responsibility, and participate in
developing short and long-range strategies for improving coverage,
bibliographic control, processing, etc.; assures that there are adequate
procedures and controls for receiving, logging, circulating, and
retaining reference bibliographies, commercial lists, exchange lists,
offers, catalogs, etc.; and participates in the formulation of policies
and guidelines of records to be maintained, and schedules for retention
and discard.
HOW TO DEMONSTRATE COMPETENCE ON THE KSAs: Applicants must address each
KSA on a separate sheet of plain paper in order to be considered for this
vacancy. Applicants should not simply repeat entries from the SF-171 in
addressing each KSA, but should elaborate on any specific experience (as an
employee or volunteer), training, educational courses, and awards that
demonstrate possession of the identified KSAs. Publications are available
in libraries and book stores to help guide you in addressing the KSAs.
Each KSA must be addressed individually and MUST NOT exceed one page each.
EVALUATION PROCESS: Applicants are first assessed against the minimum
qualifications requirements for the position. To be minimally qualified,
applicants must demonstrate a minimum level of competence in the knowledge,
skill, and abilities (KSAs) required to perform the duties of the position,
and must have the length of time and level of education and/or experience
as specified in the announcement. Applicants who are minimally qualified
will be further evaluated to determine the degree to which they possess the
KSAs identified as quality ranking factors. These KSAs are assigned values
for purposes of rating. This rating process will determine who will be
referred to the selecting official for further consideration. Applicants
who fail to submit the required information by the final closing date will
not receive further considered for this position.
