AREA OF CONSIDERATION: Open to All Sources.
STATUS APPLICANTS: Current Federal employees serving under permanent
appointments in the competitive service, or former Federal employees with
reinstatement eligibility, may choose to be considered under both Merit
Promotion and Delegated Examining Unit procedures. Two separate
applications, clearly marked, must be submitted to be considered under both
categories.
DUTIES: Provides a variety of complex technical support services in the
EOP Law Library, which furnishes legal reference resources and assistance
to the White House and various EOP agencies.
Maintains legal collection by accurately filing looseleaf materials,
supplements, and pocket parts, by correctly shelving law library materials,
and by properly discarding superseded materials.
Processes and organizes a variety of legal and legislative material for
quick retrieval. Materials include congressional bills, hearings and
reports, court decisions, treaties, and journals. Identifies missing
material for replacement.
Assists in document delivery and in locating materials, using the online
library catalog as well as informal retrieval systems established in the
Law Library.
In the absence of the professional staff, locates and selects appropriate
materials to answer ready-reference questions.
MINIMUM QUALIFICATIONS REQUIREMENTS: One year of specialized experience
equivalent to the next lower grade level is required. Specialized
experience is experience directly related to the position to be filled, and
which has equipped the candidate with the particular knowledge, skills and
abilities to successfully perform the duties of the position.
SELECTIVE FACTORS:
1. Knowledge of the specialized terminology, functions, and organization
of a law library collection. Understanding of filing and updating systems
used for legal materials.
2. Knowledge of the Library of Congress Classification system, with a
particular emphasis on the area of law, and ability to use the online
catalog to locate materials in the Law Library collection.
FACTORS TO BE CONSIDERED IN EVALUATING QUALIFIED CANDIDATES:
1. Ability to meet and deal effectively with the public and with other
federal employees both in person and by telephone.
2. Ability to operate a personal computer for word processing and
spreadsheets, and a typewriter for typing labels.
3. Knowledge of the rules of English grammar and syntax sufficient to
express ideas effectively both orally and in writing.
4. Ability to maintain confidentiality.
