Joyce's work was often edited in direct contravention of his wishes, as
well as being censored outright. He was also not shy about sharing his
feelings on these changes with anyone who cared to listen, and more than a few
who didn't. Although I'm not familiar with this particular edition of
Ulysses, my guess is that the money is being spent to go through Joyce's
extensive correspondence with friends and colleagues and collate all of his
complaints about what his publishers did to his books
