Lela:
The bad news is that indeed, in her elaborate costumes Queen Amilada (or
Queen Armadillo, as my 4 year old likes to call her) is rendered very
inactive. The justification, as I understand, is that they are an
expresssion of Naboo's art culture, although they and some large statues
are paractically all we see of said culture.
The good news is that she spends a fair amount of time out of her
restrictive formal attire disquised as one of her own handmaidens, all
of whom are pretty active and able to shoot and battle competently, or
at least more so than the "battle droids."

Who bought the "Hidden Majesty" doll, but is avoiding the ones in the
Senate gown, etc. And who thinks the black dress with the funky
headpiece makes her look like a black Telly Tubby!!
