Here in my own sort of hybrid tag/dtd notation (generated from the DTD)
is a description of the archdesc and runner elements. The runner element
should be optional (* means 0 or more occurrences).

<archdesc %a.common; type (inventory | register | othertype) #IMPLIED
othertype CDATA #IMPLIED %a.desc.all; encodinganalog CDATA #IMPLIED
relatedencoding CDATA #IMPLIED>
   (runner*, did, (%m.desc.full;)*)
</archdesc>

<runner %a.common; placement (header | footer | watermark) #IMPLIED role
CDATA #IMPLIED>
   (#PCDATA | %m.phrase.bare;)*
</runner>

Maybe the Tag Library manual will tell you more, but seems to me if WP
is saying that the element is mandatory, something is wrong with its
interpretation of the DTD.
