Several things may be involved.

the first is a definite problem. You need to modify the file ead.dtd for
use with XML syntax. Instructions are found in Section 4.3.2.1 of the EAD
Application Guidelines.

Alternatively, substitute the following file which has alreaddy been so
modified.

Are you sure that the stylesheet is compatible with the version available in
IE 5? Microsoft's implementation of XSL is way out of date- they promise to
update it to the standard when it is finished. Which happened today, at
least for XSLT and the XPath portions of the standard which were adopted as
official Recommendations by the W3C.

Is there some specific reason you are invoking a reference to character
sets? Normally this is not required in XML which is basically Unicode
compliant. The issue of character sets is actually a bit more complex than
that.
