As John Clews pointed out, the Criteria sections of document N3R do not match. However, as I recall, this was discussed at the meeting with the conclusion that the criteria for the two parts of the standard would continue to differ--especially regarding the "50 documents" and "significant (or substantial?) body of existing documents."
