I know of several Z39.50 servers that currently support this capability: Research Libraries Group (Zephyr) National Library of Canada (AMICUS) Die Deutsche Bibliothek In order to access the above authority files, one must have an account (i.e., ID and password). If you want more information about the above servers, I can provide you with that information. However, from your above message I believe that you may be more interested in how this is being done by NOTIS systems. (I can't supply you with that information.) FYI, it is currently not possible to retrieve authority records from LC via Z39.50. We are hopeful that capability will be implemented by our library system vendor in the future.
