I did some research on the problem of mail sterilization back in September,
and it looked like autoclaving would be a possibility.  Apparantly it can
be a problem with inks of handwritten materials (which are often not
waterproof and can smudge), but not of printed materials.  Anyone out there
have an autoclave in their agency they could use to test this?  Maybe mail
facilities could autoclave the bulk mail and just irradiate the regular mail?
