When dealing with URI's please use existing standards, in particular, XLink/XPointer. XLink/XPointer will allow you to both link to other resources as well as describe the relationships between those resources. Those resources could be documents, or individual elements or attributes within disparate documents or the same document. Please seriously consider using XLink/XPointer for any URI's. Andy.
