MODS includes the element <location>, which is intended to carry the kind
of information that is in MARC field 852. Your point is well taken that
there is a need for this, and we will investigate how best to accommodate
this in MODS.

As for Dublin Core, its scope is cross domain resource discovery, and as a
member of the DCMI Usage Board, I can say that holdings information would
not be considered in scope as Dublin Core elements.
