COPYRIGHT OFFICE REQUESTS COMMENT ON PROPOSED RATES AND TERMS FOR
THE
USE OF SOUND RECORDINGS BY PREEXISTING SUBSCRIPTION SERVICES

The Copyright Office is requesting comment on proposed
regulations that
set rates and terms for the use of sound
recordings by preexisting
subscription services for the period
January 1, 2002, through December 31,
2007, pursuant to the
statutory licenses set forth in sections 112(e) and
114(d)(2) of
the Copyright Act. Any party who objects to the proposed
rates
and terms must file a written objection with the Copyright
Office
and an accompanying Notice of Intent to Participate, if the
party
has not already done so. If no comments or Notices of Intent
to
Participate are received by March 3, the regulations will become
final
upon publication of a final
rule.
