With regard to learning what to save, i.e., criteria, ( if someone is already doing it, why save another or the 100th copy of a disc if one knows how to get it or find it,) I'm wondering why ARSC and it's members and other collectors groups couldn't mount a project similar to the Gutenberg Project.  It's been around since the days of Gopher and has built a credible collection of OP material.
A common database and MP3s has already been suggested, but rather, I'm wondering if there would be some way to take such a program and develop, not the recordings, but an open access to all the lists, catalogs, etc., perhaps in txt format, of recordings held by libraries and collectors.  I wouldn't expect these to be any particular format, as the lists would contain the owners contact information if more information were needed.  At some point the collection of documents could be then searched using search engines that are used by intranets for relevant documents.
Perhaps a single database is not the model necessary, but rather one such as Gutenberg. http://promo.net/pg/
