Not to dissuade you from SRW, but have you looked at ZOOM ?
(At least until there /is/ an SRW server in front of the LoC database)

There are some implementations, but I don't think there's a gateway to the
LoC database yet.  Ray? Larry?

I could probably set one up with only minimal effort, but it would be in
the UK physically, which is rather a round trip.
