Any decent audio studio with a 1/4 mastering deck (Otari, Studer, Ampex) will have a vari-speed function that would allow you to adjust the speed + or - 15%. The problem with your tape is that only a mastering/archival lab has 3.75/ 7.5 machines. Art has the best solution for this kind of problem. Since it is not a "High Fidelity" recording why not simply play it at either fixed speed and adjust the playback speed digitally?
