I'm sure someone must have suggested this before, but: how's this for
a test to see whether a new diagnostic should be added?

        Are there any circumstances under which a client application
        or a human user might respond differently to the proposed new
        diagnostic X than to an existing diagnostic Y?   If not, then
        use Y.
