OK, this all makes sense.  Please can you add these examples to the
context-set document as justification of the element?

If so, then they arguably belong in a different, more general, context
set than GILS.  Of course, there _is_ no such context set at the
moment :-)  But, what with all the what-does-Dublin-Core-really-mean
controversy, I am inclined to think it may be time there was one.
