NEW SUBSCRIPTION ELECTRONIC NEWS SERVICE CREATED FOR
COPYRIGHT ROYALTY BOARD

Copyright Royalty Board News is a new electronic mailing
list originating from the Copyright Royalty Board in the
Library of Congress. Copyright Royalty Board News issues
periodic email messages that alert subscribers to orders and
decisions, hearings, deadlines for comments, new and
proposed regulations, and other subjects of interest
relating to the business of the Copyright Royalty Board. 
     Effective May 31, 2005, the Copyright Royalty and
Distribution Reform Act of 2004 (P.L. 108-419, 118 Stat.
2341) amended title 17 U.S.C. with respect to the
administration of statutory copyright licenses. The Act
phases out the Copyright Arbitration Royalty Panel (CARP)
system and replaces the arbitrators with three permanent
Copyright Royalty Judges, who constitute the Copyright
Royalty Board. At this time, the Board is being administered
by an Interim Chief Copyright Royalty Judge pending the
appointment of the three full-time judges. Procedural
regulations for the conduct and operation of royalty rate
and distribution proceedings under the statutory licenses
were published in the Federal Register at 70 FR 30901 on May
31, 2005, and may be found at

     NewsNet, the Copyright Office's electronic news
service, will no longer distribute messages on the subject
of Copyright Royalty Board matters. Please note, however,
that the Copyright Office continues to have responsibility
for various aspects of the compulsory licenses, including
ongoing proceedings to establish rates for the cable and
satellite television licenses, and NewsNet will continue to
distribute messages relating to those Copyright Office
activities. Subscribers to NewsNet may continue to subscribe
to this service. No action is required. NewsNet subscribers
may also wish to subscribe to Copyright Royalty Board News.
