DUTIES: This position is located in the Bureau of International Information Programs (IIP), Office of Democracy and Human Rights, which serves as the State Department's gateway to the world's complex international information network through speaker programs, interactive dialogues, information resource centers and book activities, and electronic products. The incumbent will serve as a Librarian performing the following duties: · Analyzing, solving, and responding to references and research questions of a broad scope in the subject areas relevant to highest level U.S. foreign policy objectives · Establishing and maintaining consultative relationships with researchers in specialized fields and professional peers at the Library of Congress, Department of State, and other federal agencies · Performing extensive, customized literature searches and conducting specialized bibliographic research utilizing legislation, technical reports, scholarly journal articles, U.S. and foreign government documents, and original source material, as well as non-traditional bibliographic resources and information · Serves as an expert reference resource in assigned thematic area, contributing research and subject expertise to the creation of Agency programs, products, and initiatives including speaker programs, electronic journals and internet web pages. QUALIFICATION REQUIREMENTS (OPM Qualification Standards for General Schedule Positions): Applicants must have the required experience or education as described below and meet any selective factors, when specified. Applicants for the Librarian position must possess a professional knowledge of library sciences, as evidenced by: Completion of l full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. IN ADDITION to meeting the education requirements listed above, applicants must have at least l year of professional experience (equivalent to the GS-12 level in the federal service) as a reference librarian conducting the most difficult systematic, comprehensive searches utilizing all research and reference tools for information bearing on U.S. foreign affairs policy pertained to democracy and human rights; serving as a senior resource and authority in reference and information research in this thematic area; using specialized library resources to present a timely response to requests for information on a topic; pocessing expertise in searching subject-related information resources, including specialized abstracting and indexing tools, bibliographies, research and technical reports, legislative histories, specialized journal articles, and historical articles; working with other professionals and subject experts to collaborate research; and interpreting and evaluating complex materials and assembling comprehensive information packages.
