I am not sure if the assumption that all digital archives will be implementing METS as well as PREMIS is a valid one, and there appears to be some confusion here in this discussion - lets focus on PREMIS. The PREMIS data dictionary and supporting documentation are a great leap forward, and lets keep it as explicit as possible. Let's let those who want to implement METS within the context of PREMIS do so, but it is a separate question to how PREMIS preservation metadata should be defined.
