Thanks to all who have commented on this question. It does seem to be a permissions issue. The administrator moved the files to a new system with different server software, and they worked fine there. (delamed.org uses Microsoft Exchange, which I'm given to understand is notoriously finicky.) As regards the DTD, which several people mentioned: I looked at it and lines 926-27 are indeed: <!ENTITY % xmlchar 'INCLUDE' This surprises me because several previous writers have said that 'IGNORE' should be the default -- and I've made no attempts to rewrite anything in the DTD, which is well beyond my current XML skill level. I have changed it to IGNORE, as suggested. I'd suggest you test the setup first with valid, parseable EAD, and when you have it working that way then you can start experimenting. Otherwise it's hard to say what might be causing the problem. That aside, if the entity file is where the location says it is, then you should be able to view it using that URL in your browser. If you can't -- if you get a 404 File Not Found -- then the xsl processing won't be able to find it either, which based on the error you report appears to be what is happening. Do you get a 404? Or do you get a permission denied? If the latter then perhaps your admin needs to set permissions for that directory to allow access?
