If UNM wishes to withdrawl from BIBCO (even temporarily), I can
remove them from the participant's directory and they won't be
"nagged" any more.  Should they be able to participate again in the
future, they can be added back to the directory (the directory is not
available, it's just what is referenced by the stats program).
