I don't quite understand the need for the suggested granularity attribute.

In your example, you would supply a date/time value of

2007-02-01T00:00:00Z

And include a granularity attribute, YYYY-MM, to indicate that only 2007-02
is significant.

But then why supply the whole value? Why not just supply 2007-02? All of the
formats  - w3cdtf, iso8601, and marc -- allow this.

Have you considered adding a date granularity attribute to any element in
MODS that will express a date value? I queried the MODS mailing list about
this in my email on the 19/1/2007 but have had no reply.
