We're not submitting  the profile for fastrack (or rubber stamp), but rather
as "input" to the process. I expect there will be changes. It would be
appropriate for the standards body to decide what level of implementation is
required before approval.

As I gather materials for the meeting next week, it has occurred to me
that I have one major nagging question:

Are we really ready to submit the bibliographic profile to a standards
body? Should we wait until there is at least one implementation?

I'm one of the (few) people who was planning to create an
implementation, and I haven't had a chance to try it yet. I'm uneasy
about trying to standardize the profile without knowing whether there
are any real-world constraints that we have overlooked.
