My interpretation is that you're treating PREMIS as the main metadata package where in fact that's the job of METS and alike (eg DAITSS, APSR models). Generally at the SIP level METS is the submission package. PREMIS intervene at the AIP level. Storing provenance info int the METS header is also not a good practice. METS header (<metsHdr>) is about the METS document itself. Provenance usually lives in the Descriptive Metadata (<dmdSec>) as self-contained or referenced externally.
