Regarding proposal made in November 2006 for M110.I

When I go to 
http://classificationweb.net/min/minaret?app=Class&mod=Browser&prop=1&menu=/Menu/proposal.html
i get the response Your account is not configured to use the 
classification proposal system Please advise
