The Smithsonian Institution Libraries (SIL) has an opening for a Serials Cataloging Coordinator at a minimum starting salary of $55,706 per year (Federal grade GS-11).   Headquartered on the National Mall in Washington, D.C., SIL serves the Smithsonian Institution, the world's largest museum complex, with holdings of 1.5 million books, manuscripts, and other materials in 20 libraries throughout the Institution.  This position is located in the Cataloging Services Department, Original Cataloging Section.


DUTIES:  In coordinating the management of all serials (including electronic journals), incumbent catalogs serials in all formats (print, electronic, and microform) and supervises check-in and claiming of periodicals; serves as the primary serials cataloger, creating original cataloging records and adapting complex copy cataloging records on OCLC and in SIRIS (Smithsonian Institution Research Information System), and coordinates all serials cataloging, serials maintenance, and serials metadata management in SIL. Creates MARC authority records under national and local guidelines; provides leadership in the development of policies and procedures for serials cataloging and processing; provides training and documentation for local policies and procedures for serials processing. Supervises two library technicians. Provides leadership in determining and engaging vendor services and solutions to improve patron access to electronic journals, and ensures quality control of vendor supplied serial records and services. Provides training and quality control for work performed by contract staff for special projects. Incumbent works closely with SIL acquisitions staff, electronic resources selection and management staff, and reader services staff to provide an integrated and efficient workflow through all stages of serials management. Some monographic cataloging may also be assigned. Participates in library committees, task forces, and special projects. Maintains current awareness of national and international trends and developments affecting the cataloging of continuing resources. Attends professional meetings and workshops.


SPECIALIZED EXPERIENCE for GS-11: Must have one year of specialized experience (Federal or other) that is equivalent to at least the GS-09 grade level in the Federal government performing the following duties: original cataloging and complex copy cataloging of serials in English and foreign languages in an academic or specialized research library using an automated system.


SELECTIVE FACTORS: (Applicants must meet all of these mandatory requirements in order to be considered qualified to compete for a position.)   Ability to read at least one language other than English with good proficiency sufficient for cataloging and maintenance of serials and monographs.


QUALITY RANKING FACTORS: (Among those who meet the qualification requirements, these factors will be used to determine who are the highest qualified candidates.)  Ability to manage serials processing. Knowledge of automated check-in systems for periodicals. Knowledge of MARC cataloging on OCLC and in an Integrated Library System (ILS) according to current national cataloging standards, principles, and practices (AACR2, MARC, LCSH, Library of Congress Classification System, CONSER).   Knowledge of reading at least one language other than English with good proficiency and a working knowledge of other foreign languages (including languages written in non-roman scripts) sufficient for cataloging and maintenance of serials and monographs in a wide variety of languages.  Knowledge of current trends and developments in the management of electronic journals: aggregators, OpenURL article linking, vendor services, or other initiatives that provide and enhance access to electronic journals and other electronic resources.  Knowledge of non-MARC metadata and communications standards for digital resources, such as Dublin Core, TEI, METS, MODS, OAI, or XML.
