Join us for a brief overview on how to compile and use a federal legislative history.  This Learning@Lunch will include discussion on the many materials generated in the course of crafting legislation, such as committee reports, analysis by legislative counsel, committee hearings, floor debates and histories of proceedings taken.
 
Presenter's Biography
Charlotte White’s initial introduction to legislative history was with Cleary, Gottlieb, Steen and Hamilton when she became their first librarian.  While compiling legislative histories, she researched the banking acts which were passed during the Civil War. 
 
After leaving Cleary, Gottlieb, Steen and  Hamilton, White became the Assistant Librarian at Covington & Burling where her major responsibility was to compile legislative histories.  For the next 25 years she honed her craft by both compiling and researching.  During this time, she had the opportunity to use and add to the wonderful collection.
 
For the past five years, White has been the librarian at the Federal Maritime Commission where she occasionally dabbles in legislative history research.
