Since you may want to set a target link on a multitude of EAD elements, 
you may want to create a generic template rule so you don't need to test 
at every conceivable location in your stylesheet.  If you are utilizing 
"apply-templates", this should work.  I haven't looked specifically at 
either of these stylesheets, so if you can't figure out where to put it, 
or if it isn't working, let me know.  This also assumes that you are not 
using the ID attribute in another way other than an internal link.  If 
you want to target the template rule to only match links within the 
<dsc>, you can add a qualifier:  @id[ancestor::dsc]
