Thanks for the info.  I looked more into the EAD 1.0 documentation and found I didn't need the eadchars.ent file anyways since the finding aids I'm working with are in XML, so I removed its invocation from the DTD and thing are validating.

From what you copied from the file, it appears that entity declaration only has a public declaration.  That is basically the name of the entity being declared.  A SYSTEM identifier is actually where the file sits on your file system.  See http://en.wikipedia.org/wiki/SGML_entity.  You might be able to just take that entitiy declaration out of your XML file altogether.  Try that first, else try tweaking it to add a SYSTEM identifier.

Oxygen seems to have a problem though with the "eadchars.ent" file.  It give a validation error of "system identifier must begin with a single or double quote character" but from what I can tell it does.  The tag in question, but the error appears on the second line:

           "ISO 8879-1986//ENTITIES Added Latin 1//EN"            >
Any ideas?
