Dear BIBCO Librarians:

The Library of Congress has historically collected very broadly in the area of children’s literature.  The Children’s Literature Section within the U.S. & Publisher Liaison Division receives hundreds of applications for Cataloging in Publication (CIP) data from publishers of juvenile fiction.  The Library of Congress is interested in partnering with other libraries to ensure enhanced and timelier access to pre-publication data for children’s literature materials.  If your library has a special focus on collecting children’s literature, we would like you to consider joining the Electronic Cataloging in Publication (ECIP) Cataloging Partnership Program. 

What is the ECIP Cataloging Partnership Program? This is a collaborative effort between the Library of Congress and currently twelve other libraries, including the National Library of Medicine and the National Agricultural Library.  These libraries catalog forthcoming titles via LC’s ECIP Traffic Manager using the Text Capture and Electronic Conversion program, which is an automated tool for capturing data contained within the electronic galley and converting it into MARC format.  Currently, all of the libraries that participate in the ECIP Cataloging Partnership Program are BIBCO members. 
By participating in the ECIP Cataloging Partnership Program, your library would have the benefit of seeing forthcoming titles before they are published, allowing you to determine whether you would like to acquire the titles for your collection prior to publication.  Your cataloging would be completed before publication, which would allow for faster processing of new titles after they are received.   The Library of Congress would provide your library with comprehensive training on use of the ECIP Traffic Manager.
