The Supervisory Librarian assumes primary responsibility for the business and human resources functions of the VA Pittsburgh Healthcare System (VAPHS) libraries and oversees all aspects of daily operations within all library programs.  He/she serves as an expert in searching highly specialized biomedical, nursing, and allied health and health management databases, and the internet.  He/she carries out complex research providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of VAPHS staff.  The Supervisory Librarian provides administrative and technical supervision of the Library staff necessary to accomplishing the administrative work of all programs and assesses client needs and library program quality.

The Supervisory Librarian assumes primary responsibility for the business and human resources functions of the VA Pittsburgh Healthcare System (VAPHS) libraries and oversees all aspects of daily operations within all library programs.  He/she serves as an expert in searching highly specialized biomedical, nursing, and allied health and health management databases, and the internet.  He/she carries out complex research providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts, and encourages the self-directed learning of VAPHS staff.  The Supervisory Librarian has primary responsibility for developing the Library's teaching programs with particular emphasis on developing user-centered strategies for educating clinical staff in the use of numerous health-related databases including, but not limited to, MEDLINE, CINAHL, PsycInfo, Cochrane Collaboration databases, and point of care information products.  He/she also develops and maintains a clinical librarian program by working with physicians, nurses, and other staff in clinical settings and in routine clinical conferences to provide patient-specific information.  The Supervisory Librarian provides administrative and technical supervision of the Library staff necessary to accomplishing the administrative work of all programs and assesses client needs and library program quality.  THIS IS A NON-BARGAINING UNIT POSITION.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:
One (1) year of Specialized Experience equivalent to the GS-11 level.  Specialized experience is progressively responsible work that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position. Examples of specialized experience may include conducting a range of library assignments that required researching, locating, classifying information to respond to a wide range of subject matter request.
Time-In-Grade Requirement: GS-12: 52 weeks at the GS-11 level. 

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

MLS, MLIS, MIS or equivalent graduate degree strongly preferred.  Minimum of 3 years experience in the practice of medical librarianship, preferably in a hospital library, and 1 year library management experience is preferred.  Clinical Librarian experience and experience teaching information skills to clinical staff and experience with integrated library information systems, preferably EOSI is preferred.


You must be a U.S. citizen to qualify for this position.

You will need to successfully complete a background security investigation before you can be appointed into this position.

1. Ability to apply the theory and practice of medical librarianship including specialized reference services, collection development, information assessment, interlibrary loan, and collection management techniques (including integrated library information systems to managing hospital library staff and resources). 

2. Knowledge of medical, nursing, and other health science disciplines including a broad range of general and specialized health sciences information resources and databases as well as their application to hospital-based education and decision-making (this includes extensive knowledge of complex searching techniques and strategies for the variety of databases, vendors, and web-based resources required in all aspects of the health sciences and health administration). 

3. Experience providing clinical librarian services as well as developing opportunities to implement or extend clinical librarian services, and coordinating resources to support a clinical librarian program.

4. Knowledge of instructional methods and demonstrated ability to teach information retrieval techniques and skills, including literature searching, to clinicians in clinical settings, departmental meetings, and other non-traditional settings as well as in the library.

5. Ability to work with teams and committees in order to lead successful multi-disciplinary and collaborative program development efforts serving both library goals and the goals of the team or hospital department(s). 

6. Ability to effectively communicate (both oral and written) to represent the library and to present information to diverse groups.
