You maybe need to set up a MIME-type for .ent files in IIS.

When I go to http://www.digital.butlercenter.org/ead/iso-lat1.ent I get

Maybe IIS is not configured correctly to serve “.ent” files over http;
but when they are accessed via \\www.digital.butlercenter.org\ over
the local connection to your computer the .ent file does not go over
http?
