I am trying to find the full text of the 1994 North American Framework Agreement (NAFA). It was a parallel agreement to NAFTA that was signed in April of '94 that basically created credit lines between Canada, the US and Mexico. I've seen a lot of references to it, articles about it, but finding the official agreement in full has been impossible so far.
