This isn't an RDA record, it's an AACR2 record that has had elements added to it that were first defined for use under RDA. Someone—perhaps while applying the 100 field to an RDA bibliographic record—noticed the lack of the 046 field and the presence of dates in the 670. Hooray for the cataloger, for adding the 046 field! But in any case it's not a matter of either/or: if dates are available when the 100 field is constructed, dates are normally added to the 100 field, and (now that it's defined) the 046 constructed. If dates are discovered later, the 046 can be added, but the 100 doesn't change.
