Network Bulletin

Subject: Excess and
redistribution program (XESS)
Index term: XESS cycles for 2012
Though XESS will continue operating on monthly cycles
throughout the calendar year, 2012 marks the beginning of the withdrawal of the
RC collections from network libraries. The withdrawal is spread out over four
years to: a) meet the needs of readers and the library’s ability to
serve them and b) to accommodate the workload of NLS-contracted recycling
center(s).

Cutoff

Beginning in April 2012, the period of time books must
remain on XESS was reduced from ninety days to thirty days, so books offered in
the remaining cycles of 2012 may be disposed of (if no other library requests
them) after the next cycle is processed.
NLS is working toward a reduction and eventual withdrawal of
the RC collections from network libraries by mid-2015. To this end NLS will
notify each regional library of the quantity of RC books that must be offered
during each of the next three years to meet this goal. Regional libraries are
reminded to retain at least one copy of each RC title until the final XESS
cycles in 2015. As always,
network libraries should retain multiple copies of any title
needed to meet their patrons’ reading preferences. Subregional libraries
are authorized to dispose of unneeded RC books up to the cutoff numbers, but
are also encouraged to retain copies of RC titles to meet their readers’
needs.
Please note the following:
1.
Offering libraries may submit books during the entire
assigned month.
2.
Books will remain in XESS for thirty days before
disposal is approved. Approval could take slightly
longer depending upon how quickly books are input into Web-XESS
and
when the cycle is run.
3. Network
libraries may add books to their “wanted” lists throughout the
year.
The XESS contractor will run the
comparison process each month, and offering libraries will receive mailing
cards for books requested by other network libraries. Offering libraries will
receive a disposal list on the next comparison run after an offer has remained
on XESS for thirty days. Upon receipt of the list, libraries may request
mailing cards and bag tags from Dorothy Moore, Inventory Management Section, at
