Dear Karen, I expect by now you've seen the message sent to this listserv. Nevertheless, there indeed seems to be a delay. I too noted that overseas colleagues appeared to have received the email before even I did! The document moved to final approval stage Wednesday, with the expectation it would be released that same day, but it was not issued until today. Hence the date mismatch.
