Certainly it is.  If Bibframe depends on publishers following ISBN or
any other rules, a rude awakening is in store.

This is one reason I am not optimistic about harvesting data from
ONIX.  Our efforts at that proved more expensive than keying the data.  
Publisher practices were too varied.
