Part of the decision is based on the publisher/authoring organization providing free online access to the content (URLs noted). You may want to consider this as well before requesting the print volumes/issues.  Requesting libraries would be responsible for shipping for any quantity of issues that wont fit in a standard Flat Rate Priority Mail box.
