In the US, no. All sound recordings before February 15 (?), 1972 are covered by state anti-piracy laws which remain in effect until 2067. New York's is one of the most strict, and covers essentially all recordings, and de facto defines the coverage for the country.

Aren't these all out of copywrite? They were recorded in the 20's which is
80 to 90 years ago.
