The relevant RDA instruction is 9.6.1.7.  In both the 100 field and the 368 field, the designation is put in subfield $c.

I believe the PCC stricture against adding such designators to 100 fields unless breaking a conflict is still in effect, correct?  Or is this only for existing authority records?

I know the JSC has straightened this out for next spring's RDA update.
