You should be able to use the UTF-8 entity reference. For the t with a dot, you would use "&#7789;" in your XML. You can look up entity references on sites like this <http://www.fileformat.info/info/unicode/char/1e6d/index.htm>.

One of my collections has a 700 in the MARC record that includes some diacritics (Saʻīd bin Sulṭān). My EAD encoder been searching through the “Insert from Character Map” in Oxygen and hasn’t been able to find the ayn from Saʻid or the dot below the t in Sulṭān. Does anyone know if those characters exist in the Character map? In general how do you handle subject headings with diacritics in them? Do you "Romanize" them?
