Northwestern has the entire run of this series (at least as far as I can tell from our holdings record) but we'd need to recall volumes from our storage facility. If no one else is working on it, we could do it.

Just to clarify—we know our SAR is correct, the dates are needed per 6.29.1.17 since the series is a compilation of treaties. What we are asking is if we can change the serial record 110/240 to a 130 to match the series record without upgrading the rest of the serial record to RDA, since we don’t actually have holdings on the serial title.

The Executive Agreement Series would be covered by the second paragraph of 6.19.2.8, which leads back to 6.2.2 and eventually to 6.27.1.4. This gives an authorized access point of Executive agreement series.

Subject: Series that is a compilation of treaties
NLM is cataloging several monographs from the Executive agreement series, which is a compilation of treaties. We need to upgrade the SAR (no 99039289) for this title to RDA. Using the newly published RDA guidelines 6.19.2.8 and 6.29.1.30 we have determined that the correct 130 for this series should be: 130 _0 $a Executive agreement series $d (1929-1946)
The corresponding serial record is LCCN 29027570. Since the AAP of the serial should match the SAR, the serial record needs to have the 110 and 240 removed and replaced by a 130 _0 $a Executive agreement series $d (1929-1946). Is it OK for us to modify this COSER serial record this way, and keep the record coded as AACR2? We prefer not to redescribe to RDA as we don’t have no. 1, and only have a few scattered issues. If it isn’t OK to change the AAP without fully recataloging as RDA, is there a library out there that has no. 1 who would be willing to upgrade the entire record to RDA?
Since this serial merged with another treaty series to form a third, we are going to run into similar issues when creating the SARs for the other two titles (LCCNs for the bibs are 32009417 and 46006169), so we want to handle this correctly.
