What RDA says to do hasn't changed. It's only a PCC/NACO
practice/re-interpretation of the RDA instruction that NACO libraries must
follow. You won't see any change to the RDA instructions themselves
unless the JSC gets a revision proposal from one of its constituents.

Besides the DCM Z1 instructions, there's also a nice summary in this PCC
document: MARC 21 encoding to accommodate new RDA elements 046 and 3XX in
NARs and SARs, available from the PCC and NACO websites at
http://www.loc.gov/aba/pcc/rda/PCC%20RDA%20guidelines/RDA%20in%20NARs-SARs_PCC.doc

And I've taken all of the info and compiled it as well into a PowerPoint
presentation with lots of exampls:

I know that the community has gone back and forth on this issue, along with "U.S." versus "United States" in the $c subfield. Can you confirm what the latest and presumably final practice is to be, or is this a local practice that will vary among different countries?
